40. Here in Cote-D’Ivoire, the gangsters follow him continuously at every second of time, even when performing his personal financial transactions at an ATM or in a bank. At several occasions, they have tried to access his funds in his bank accounts in Cote-d’Ivoire or in America.
41. On or about mid-June 2020, rumors were circulating that the gangsters have obtained 60,000,000 fcfa (about U.S.$ 120,000) from the NSIA Bank branch of Tiassalé (Cote-D’Ivoire) with the help of the branch director (said to be part of the gang).It is said that the above-mentioned sum was obtained by unauthorized debits out of about 300 consumers accounts.
42. When Rodolphe Nogbou checked his balance on June 17, 2020, he found that unauthorized debit has been made on his account, setting his balance below the minimum deposit requirements (point at which no withdrawal can occur).
43. When he tried to obtain justifications, the bank branch clerk gave him conflicting information. Therefore, he submitted a written request to the branch of Tiassalé on June 26, 2020 to close the account.
44. However, as of the 22nd day of July 2020, the bank branch of Tiassalé still kept on giving him runarounds with conflicting information and kept on telling him that the account is not yet closed, therefore, he cannot not have the remaining funds of the account. 45. Under normal conditions, a bank account closing takes place in few hours but not within more than three business days.
46. In addition, the bank clerk stated on July 2, 2020 that she does not know when the account closing process will take place for Rodolphe Nogbou to have access to the remaining funds of his account.
47. Below is the account information:Bank: NSIA BANQUE- Cote-D’IvoireBranch: Aboisso. Account Number: 027968104001-81 Account Initially Opened at: NSIA Banque- Aboisso Place of Residence (at the time): Tiassalé (branch where the account has been debited)
48. The most dramatic rumor was that, the bank branch director has the habit of entering (written statement) into people’s bank accounts (without their knowledge) that he is the heir of the account holder in case of the death of account owner.
49, And it is well-known that these gangsters murder people with money and enter in possession of their properties and bank accounts.
50.. Rumors held that Rodolphe Nogbou was in the same situation, because the gangsters were expecting him to bring in new money to renew his business activities.
51. Rumors were also holding that, some bank branch directors in Cote-D’Ivoire collect up to 500,000 fcfa (about U.S.$ 1,000) from members of the general public to clandestinely enter their names (members of the public) on Bank accounts with significant funds as heirs of the account owners.
52.. Should the member of the general public come to know the owner of the account, then, the account owner may be killed by a financially frustrated member of the public.
On August 12, 2020, Rodolphe Nogbou went to the headquarter of NSIA Bank (NSIA BANQUE - ANOMA) in Abidjan and submitted a new request to close his bank account and have access to his remaining funds. Upon submitting the request, the bank clerk told Rodolphe Nogbou that he will receive a call from the bank to instruct him on a procedure concerning how to obtain the remaining funds of his account. But, up to this day, Rodolphe Nogbou has not received any call from the bank. And he still cannot have access to his remaining funds in his account.
53. The following are some accounts of physical as well as sorcery attacks on Rodolphe Nogbou by some microbes associated with the police station of Tiassalé on July 3, 2020.
54. On July 3, Rodolphe Nogbou again went to the NSIA bank branch of Tiassalé to see whether or not he can have access to the remaining of his funds in his account.
55. But, before he got to the bank, a microbe (in whom are imbedded the spirits of some government officials, including the head of State), who has always followed him (at every second of time) in flesh as well as in spirit (sorcery) to render all his daily activities unfruitful, or to give poison to food merchants to pass it on to Rodolphe Nogbou through food he might buy with them, has precipitately made it to the bank before him (Rodolphe Nogbou).
56. And he does this every time Rodolphe Nogbou goes to the bank.
57. On July 3, 2020, after about 30 minutes waiting in a long line, Rodolphe Nogbou decided to check his balance from the ATM machine. It is said that the microbe has followed Rodolphe Nogbou in spirit (sorcery) in ATM booth.
58. Rodolphe Nogbou has checked his balance and when he opened the ATM booth door to come out, the microbe precipitately came out of the bank and spoke loudly at people (Indicating Rodolphe Nogbou) saying:
59. “THERE IS NO ONE IMBEDDED IN HIM, HE HAS MENTAL ILLNESS.”
60. Rodolphe Nogbou has not replied immediately in the front of the bank. Instead, he walked away from the bank in the direction of the bus and police station.
61. The microbe, as usual also went in the direction of Rodolphe.
62. It must be noted that whenever Rodolphe Nogbou goes to the bank for his financial operators, the microbes including this concerned one always follow him to indirectly interfere with whatever he (Rodolphe Nogbou) is doing, by murmuring derogatorily things about Rodolphe Nogbou to the public, or to the bank personnel.
63. So on July 3, 2020, after the concerned microbe utterance of the above-stated derogatory statement in quotes, Rodolphe Nogbou decided to tell the concerned microbe to stop following him and to stop interfering negatively with his (Rodolphe Nogbou’s) daily activities.
64. The microbe went a stood at the entrance of the police station, and Rodolphe Nogbou crossed the street to meet the microbe at the entrance of the police station and told him (microbe) to stop following him (Rodolphe Nogbou) and to stop interfering negatively with his (Rodolphe Nogbou’s) daily activities.
65. The microbe made a facial expression as if it were a joke, however, he (the microbe) has quickly gone around Rodolphe Nogbou, and at the level of back, he (microbe) has punched Rodolphe Nogbou between his (Nogbou’s) neck and shoulder.
66. It is said that the microbe came out in sorcery (having the odor or scent of the head of the State) with a witchcraft object in his hand, and has hit Rodolphe Nogbou on the head with that witchcraft object (in sorcery), before physically punching Rodolphe Nogbou between the neck and shoulder.
67. Thereafter, Rodolphe Nogbou pointed an African broom (in his hand) in the face of the microbe.
68. Immediately the microbe threw a punch at Rodolphe Nogbou and the fight started at the entrance of the police station.
69. Immediately, the other microbes in military uniform came out at the entrance of the police station and started beating Rodolphe Nogbou.
70. The microbes dragged (from the back of the neck) Rodolphe Nogbou in the police station compound.
71. By the police pickup truck, Rodolphe Nogbou has seized the back of the truck with his two hands while the microbes were still punching him in the neck, back, hears, and on the head (for about one minute), causing persistent pain in the neck, ears, and the side of the body. In the microbes, are imbedded by means of sorcery and witchcraft the spirits of some government officials, including the head of State.
72. Thereafter, one microbe grabbed Rodolphe Nogbou by the collar of his shirt (in the back of his neck, and started chocking him (Rodolphe Nogbou) , then pull him (Nogbou) on the ground, and dragged him (on the ground) inside the police station (before the front desk of the station) and continued chocking him (Nogbou) for another two minutes.
73. Rodolphe Nogbou was screaming for help, but none of them has responded.
74. Thereafter, the microbes dragged him into the waiting room of the police station. Then one man came to Rodolphe Nogbou and demanded to search his (Nogbou’s) bags by asking Nogbou to empty the contents of his first bag on the floor; Nogbou did so.
75. While the one who demanded to search Nogbou’s bags was putting on gloves, two microbes came from nowhere with whips and started (out of nothing) beating Rodolphe Nogbou one after the other (microbes) and did not stop until the whips were destroyed.
76. After the search of his bags, Rodolphe Nogbou has been kept in the waiting room of the police station until 6:30 PM not knowing the whereabouts of the five microbes who have attacked him. The incident started around 11:30 AM.
77. When Rodolphe Nogbou sought to file a complaint in court, the police had denied him police report of the incident, implicitly stating that they are not aware of any such incident
78. N.B. Since, the departure from Tiassalé of the Mayor of the town upon an attempt to murder him (mayor) by the same microbes (acting as the town police, it was reported that there was no more town police. But the microbes have dismissed that, continued to go around in military uniform to harass and attack (physically as well as in sorcery) town residents, and extort money from them.
79. On Monday July 20, 2020, Rodolphe has traveled from the town of Tiassalé (about 100 km North-West of Abidjan) to arrive in Grand-Bassam (about 25 km East of Abidjan) around 11:30 PM, for the purposes of picking up his National ID card from the Sous-Prefecture.
80. On Tuesday July 21, 2020, he went to the Sous-Prefecture, however, he had been informed that his ID card has not arrived. The initial application by Rodolphe Nogbou for a national ID was made in June 2018.Thereafter, he remained in Grand-Bassam and took care of some other matters until in the evening.
81. In the morning of Wednesday July 22, 2020, Rodolphe went to charge his phone at a street phone kiosk. While seating by the kiosk, a police car stopped right before him, and he has been asked by a police officer to get into the car. Rodolphe Nogbou responded by asking why he should get into the police car. The police officers replied by stating that: “once we get to the police station, we will tell you.”
82. At the police station, when Rodolphe Nogbou asked again to know the reason for his arrest, they replied that they want to know him (Rodolphe). So Nogbou pull out his temporary National ID card and gave it to them. Thereafter, they have searched his bag, and told him that he is going to prison (at the Prefecture de Police in Abidjan).
83. Following unsuccessful protest of the part of Rodolphe Nogbou, he has been forcefully incarcerated without any legal process for 16 days outside the judiciary mechanism or system (by a string of people hiding their identities). An extrajudicial incarceration without food or water. He has been released on August 06, 2020.
Upon his release, Rodolphe Nogbou has been given his belongings (mainly electronic devices); however, he had realized thereafter (days after) that the microbes have tempered with his electronic devices - computers, smartphones, cameras: some had malware installed on them, other had hardware (parts) removed, also his entire contact has been copied. And there is no recourse to anything, since the whole occurrence was done clandestinely (out of the judiciary system) under color of government.
84. On August 11, 2020, Rodolphe Nogbou has once again been arrested around 5:30 PM, and held in at the police station of Grand- Bassam until about 11:00 PM, then released for lack of cause of arrest.
It must be underscored that, Rodolphe Nogbou is followed at every second of time (day or night) by government-backed gangsters in plainclothes, police and military uniforms, on foot, in unmarked vehicles (including vehicles used for public transportation), in police and military vehicles. They pose as police officers or government officials and arrest Rodolphe Nogbou without cause wherever and whenever they want and take him to undisclosed locations out of the judiciary (court of due process) system. In doing so, they steal and destroy all his possessions, and subject him to some sorcery and witchcraft rituals, for some government official to drink his life force in sorcery and witchcraft rituals. And this is perpetrated without impunity against members of the population in Cote-d’Ivoire every day.
Thus, on October 11, 2020, Around 5:00 AM, Rodolphe Nogbou fell into a brief rem sleep for about 5 minutes, and the government-backed gangsters in whom are imbedded, by means of sorcery and witchcraft, the spirits of some government officials (including the one of the head of state) have stolen Rodolphe Nogbou’s large backpack containing about U.S.$ 15,000 of computer and other electronic equipment. People have seen them taking the backpack, but police (gangsters in government uniforms) has declined to get involved. Rodolphe Nogbou had thereafter sought the help of the mayor of the city of Grand-Bassam, but he (Rodolphe Nogbou) has been told that, the office of the mayor will call him (Nogbou) when the mayor will be available. Rodolphe Nogbou had never received any call from the office of the Mayor.
Note that, in every official in Cote-D’Ivoire (including diplomatic missions outside the country) are imbedded the spirits of some government officials (including the one of the head of state), by means of sorcery and witchcraft In practice, these government officials communicate, direct, and command in sorcery the people (including those in the general public) in whom their (government officials') spirits are imbedded to perform tasks (including robbery, attacks, killing, criminal harassment, racketeering, etc.,).
This sorcery communication network encompasses more than 3 million people across Cote-D’Ivoire alone; it is a global network using the global infrastructure and resources of the Ivory Coast (Cote-d’Ivoire).
People who are not blind in spirit have joined the sorcery and witchcraft network by coercion (in exchange for employment or huge monthly compensations), or voluntarily (upon promises by officials of big pay at the end- following death of Rodolphe Nogbou who was to come from America), or forcefully and unknowingly for the unwilling and blind in spirit like myself (Rodolphe Nogbou).
This sorcery and witchcraft communication network is also employed worldwide (upon global infrastructure and resources of Ivory Coast), targeting heads of Nations, Kings and Queens, the wealthy around the world, global corporate leaders, intellectuals, gifted children, and Intelligent people who are driving this universal Civilization, points of strength of Nations, the well-to-do native Ivorian outside Ivory Coast (Cote-d’Ivoire), etc.
Even right now, as I am composing this mail, they are seeking to arrest me.
On November 6, 2020 Rodolphe Nogbou has been physically attacked again by some gangsters in whom are imbedded the spirits of some government officials including the one of the head of the State, leading to a broken finger of his part, and to the theft (by the same gangsters) of his last piece of electronic equipment (iPhone 8 Plus).
Physical and sorcery attacks as well as witchcraft afflictions upon Rodolphe Nogbou are daily occurrences.
85. In sum, the instant matter is a typical case (or a typical example) of the mechanism by which the government-backed and sponsored gangsters, known as MICROBES run intellectuals, foreign and native Ivorian investors out of business or simply out of life altogether.
86. So, due to the multiplication (in shorter and shorter periods of time) of ongoing incidents (forceful physical contacts) discharged upon Rodolphe Nogbou under color of government and within extrajudicial environment, Rodolphe Nogbou respectfully pleads with you and leaders of humane nations as well as civil society stakeholders to issue some recommendations on grounds of evidence (criminal activities of officials of Cote-d’Ivoire in your jurisdiction and beyond) for judiciary actions against them, and also for the purposes of his (Rodolphe Nogbou’s) immediate return to the United States.
Otherwise, he will be assassinated clandestinely by some primitive illiterate jihadist gangsters acting as government in Cote-d’Ivoire, and no one will know his whereabouts.
The worrisome fact is that, in spite of the two presidential terms limit imposed by the constitution written by the current rebels’ government, this same government stood for a third presidential term in an inconclusive 2020 presidential election, which is currently contested (passively) out of court of law by exiled or incarcerated political opposition parties leaders.
One of the main complaints is that, no one knows where this man (head of state) is from,…and where he was born… By law, children born in Ivory Coast (Cote-d’Ivoire) of parents of foreign origin are not citizens of Ivory Coast.
This man (head of state) popped up (from nowhere) on the political scene in 1990, then, became the rebels leader after their failed coup d’état of 2002; and upon about 10 years stand-off (in the course of which the country was divided in two), he became president when the rebels had forcefully assumed power over the whole country in 2011 by means of multiple military interventions, following botched presidential elections of 2010.

So, abnormalities and malicious criminal activities of MICROBES under color of government towards native Ivorians and foreign investors in Cote-D’Ivoire are not to stop in any foreseeable future.
Moreover, all professional national security and public administration services had been dissolved and replaced by illiterate street gangsters (MICROBES) in government uniforms, with no sense of professional abilities, rule of law, or human rights.

87. P.S. In more general terms, it must be retained that, The Republic of Cote-d’Ivoire (Ivory Coast) has fallen in the past 20 years under unusual circumstances in the history of modern nations.

A coup d’état has been made in Cote-d'Ivoire in early 2000, resulting in a 10 years stand-off between the government and the rebels (of foreign origin – descendants of illiterate migrant farm workers from Burkina Faso - one of, if not the poorest country in Africa, where 99% of the population is illiterate, and they do everything in sorcery and witchcraft, and are filled with negative emotions towards the Civilized Man.

90. Since then, they have replaced all native public administration workers (including in army, and other security forces, judiciary, foreign affairs, etc., ) by illiterate or unqualified foreigners from Burkina Faso, Niger, Togo, Mali, Sudan, and Senegal.
The rebels have capriciously given Ivorian National ID to them -said foreigners - without due process.

•they have formed organized crime entities known as “MICROBES”, •instituted the employment of sorcery and witchcraft in all things in Cote-d'Ivoire (including public administration); •diverting all natural resources (Oil, Cocoa, Natural Rubber, Palm Oil, etc.,) and their revenues for self-enrichment elsewhere (with the malicious intent to destroy the Republic of Cote-d’Ivoire).

The current situation of the Republic of Cote-d’Ivoire is unlawful, cruel, and unusual in the history of modern nations.
It is just like, Latin American (Mexicans, Panamanians, Peruvians, etc..) gangsters walking into the United States, then overthrow the government of the United States, misappropriate all the resources of the United States to the detriment of American people, and then transform the United States and its global infrastructure into an organized crime company to perpetrate cruelty against humanity worldwide (targeting heads of Nations, Kings and Queens, the wealthy around the world, global corporate leaders, intellectuals, gifted children, and Intelligent people who are driving this universal Civilization, against the points of strength of Nations), and especially against the viable human capital and resources of the United States around the world.

94. II. The Urgent Call For Action For Humane Treatment Of Human Being
95. This universal civilization upon which the current world is engaged is the product of human engineering, conscience, and selective choices.
In so doing, Man secures the culture of Life, while repressing the culture of death.
96. At this junction of human progress in science, technology, and thought, to be unknowingly and forcefully seized without consent nor due process, and without cause, for destructive purposes by unusual and cruel means, must be universally condemned, and be seen as an abomination.
97. This civilization is about human Life; the aim of humans’ selective efforts is higher quality of life and of its environment. Consequently, any detrimental antagonism is strictly forbidden.
98. In the instance matter, a human being (Rodolphe Nogbou), blind in spirit, is unknowingly, forcefully, without consent, seized under color of government and searched by means of spyware, sorcery and witchcraft, and subjected to destruction under unusual and cruel practices such as, making of him, a person perpetually devoid of privacy, and to be made unfruitful in all endeavors of life.

And this has been ongoing for over 30 years, and was perpetrated by a network of sorcerers in America, and now, since May 26, 2018 by a network of sorcerers in Cote-d’Ivoire (officials associated with the current government of Cote-d’Ivoire), employing the tremendous power and resources of the State (Government) against Rodolphe Nogbou.
100. This inhumane treatment of human being and human life must be strictly forbidden in all circles of this universal civilization.
101. The suspicion is that, many dignitaries or leaders of this world may unknowingly be or are under this same condition: presidents, kings or queens, movie stars or scientists, fathers and mothers, are unknowingly living as people perpetually devoid of privacy in thought and action.
That is, whatever mom and dad think or do in the bedroom, whatever the president, king or queen thinks or does in bathroom, someone imbedded in them by means of sorcery and witchcraft knows it or sees it instantaneously. And this, is done by force (without the knowledge or consent of the victim.)
