REPORTING ONGOING UNPRECEDENTED WORLDWIDE MONEY LAUNDERING, CRUEL AND UNUSUAL TERRORISM, ORGANIZED CRIMES,  AND UNPRECEDENTED WORLDWIDE HUMAN RIGHTS VIOLATIONS UNDER COLOR OF GOVERNMENT.


            This is a submission to bring to your attention an ongoing detrimental matter to human existence and to human conscience, and to require by the same token, your  power to stop it, so to bring due relief to mankind.

        This is a call for collective move from the culture of death or  of human life wasting, to a humane culture of Life.        

 The detrimental matter to human existence and to the humane advancement of human civilization is laid out below. 


I.The Unprecedented Man-Made Condition In The History Of Mankind

1.        The matter at hand is a deliberately and maliciously organized orchestration to deplete the world of its viable resources:  •Intellectuals, •World leaders of nations and kingdoms,•The wealthy around the world, •Global corporate leaders, •Strengths of nations, •Economic and financial resources, •And intelligent people who are driving this Universal Civilization. 

•It is to replace the rule of law and democratic governments of the people by the perpetual rule of the mob; and to stifle advancements of human being by means of cruel and unusual practices, employing global economic as well as financial resources and infrastructures of nations to achieve this cruelty against humanity worldwide.

• This is currently ongoing and overtaking every single nation on earth, including this country of yours.

2.                For  purposes of  illustration and briefness, we will restrict things to these two instances of my own (Rodolphe Nogbou’s) case, and the current situation  of the Republic of Cote-d’Ivoire (a.k.a. Ivory Coast) from where the malicious attacks on the rest of the world is generated by some primitive illiterate and deviant jihadist gangsters’ government operating as an organized crime company.

3.               This deliberately orchestrated destruction upon intellectuals, world leaders of nations and kingdoms, global corporate leaders, and Intelligent people who are driving this Universal Civilization worldwide, is perpetuated by members of an organized crime entity known in Cote-D’Ivoire as “MICROBES”.

MICROBES  have been created, sponsored by, associated to, and imbedded into the illegal “government (public administration)” of the Republic of Cote-d’Ivoire to destroy :•Life and  all endeavors of life of intellectuals,• Traditional economic operators such as foreign and native Ivorian investors, •To destroy the domestic as well as International strengths of the Republic of Cote-d’Ivoire (economic, financial, and viable human capital), •To dismantle the nation as an institution for life, then transform it into an organized crime and life-wasting entity employing the global resources and infrastructure of the nation for the furtherance of cruelty against humanity worldwide. 

And this is exactly what has been done to the Republic of Cote-d’Ivoire since 2011. 

The whole nation is running as a militarized organized crime company, desecrating the humanly purpose of the nation, while generating relentless malicious afflictions on intellectuals, leaders of nations and kingdoms, the wealthy around the world, global corporate leaders, and Intelligent people who are driving this Universal Civilization.

4.            “The microbes” (organized crime company operating in Cote-d’Ivoire as government of the country) are primitive illiterate and deviant jihadist gangsters  from the Sahel region (Burkina Faso, Niger, Senegal, Mali, Sudan, Mauritania, and Togo, who have forcefully and illegally overtaken the Republic of Cote-d’Ivoire by coup-d’état in 2002, then assumed power over the whole country since 2011 following several military interventions removing the government of native people.

6.        My name is Rodolphe Nogbou, my United States Of America Social Security Number is XXX-XX-XXXX, my United States Of America Immigration and Naturalization Service Number is AXXXX-XXX-XXX
7.       I was born in Cote d’Ivoire, but  basically grew up in America (mainly in the State of New York). I am currently at large in the said country (Cote-d’Ivoire) under continuous threat of assassination by agents of the government of the Republic of   Cote-d’Ivoire. 

8. Thus, I am coming to you in the present, BEFORE GOD AND BEFORE HUMAN CONSCIENCE  to respectfully request that, you and leaders of humane nations as well as civil society stakeholders save my life  from this malicious and inhumane public lynching  (without cause) by the Ivorian   government-sponsored and backed organized crime entity (known as “MICROBES”) on one hand;
and on the other hand, to  request  some recommendations of your part  for judiciary actions against the perpetrators (for their criminal activities in your jurisdiction and beyond), and remedies for the purposes of my immediate return to the United States, so to save my life from this inhumane, cruel, and unusual persecution, as well as from assassination by agents of the Ivorian government.

9.          I have been in Cote-d’Ivoire since late May 2018. This is my first “return” to the country  since my departure to America in  late 1980’s.(I have entered the United States for the first time in 1989 as a student with an F-1 student visa (Port of entry: JFK Airport – New York.)  I was pronounced “deported” in 2009 on the charge of  “Being in U.S. without being admitted”;  but physically removed from America on May  25, 2018. I was under Immigration Supervision, and a Harvard University student at the time.

10.          Rodolphe Nogbou, is a native Ivorian (Abouré – belonging to the Akan ethnic group of Cote-D’Ivoire); and a long time resident of the United States of America.  Upon his (Rodolphe Nogbou’s) first “return” in late May 2018 to Cote-D’Ivoire since his departure to America in late 1980s, he has  been seized in spirit by the MICROBES (right from the airport) for destruction of all his endeavors of life, toppled by a planned assassination at the end, for some official associated with the current government of Cote-D’Ivoire to drink his life force in sorcery and witchcraft ritual, among other motives.

11.            Indeed, immediately upon his arrival  in Cote-D’Ivoire, the MICROBES, in whom the spirits of some officials associated with the current government and the one (spirit) of the head of the State are imbedded, have entered his (Rodolphe Nogbou’s) body, soul, and spirit by means of sorcery and witchcraft to create the condition that, whatever he thinks, feels in my body, or does, everyone comes to know it instantaneously.

12.            It ought to be underscored that the spirits of many officials associated with the current government of Cote-D’Ivoire (including the one (spirit) of the head of the State), are imbedded by means of sorcery and witchcraft in more than three million people (mainly migrant workers from Burkina Faso, Niger, Mali, Sudan,  Mauritania, Togo, and Senegal) spread throughout Cote-D’Ivoire, and across the world through the country’s global infrastructure, and by the means of its (country’s) Economic resources.

13.          This sorcery and witchcraft mechanism is used for communication between the officials associated with the government and the connected people spread across Cote-D’Ivoire and beyond.

14.            By the said sorcery and witchcraft mechanism of communication, they have  coordinated and forcefully run Rodolphe Nogbou out of business and depleted all his funds in the process, by following him day and night (at every second of time) in flesh as well as in spirit (sorcery and witchcraft) to render all his daily activities unfruitful.  He was buying raw natural rubber latex from farmers and selling it to local factories and exporters.

15.          So, by the said sorcery mechanism, Rodolphe Nogbou has been made a person perpetually devoid of privacy in mind, feelings, and actions.

16. He is currently under a cruel and unusual form of persecution never laid upon any human being in the history of mankind; the ultimate aim of this inhumane persecution is his assassination for some official associated with the current government of Cote-D’Ivoire to drink his life force in sorcery and witchcraft ritual, among other motives.

17.           The MICROBES attack any landlord who wants to rent a room to Rodolphe Nogbou, so to drive the landlord to deny him the room; consequently, he is currently homeless in Cote-D’Ivoire.

18.            Whenever asked, why the daily continuous  pursuing (in flesh and in sorcery along with witchcraft rituals) for destruction of business as well as personal  activities and for  assassination of someone (Rodolphe Nogbou) who they  (the government-sponsored gangsters) have never known before, and does not have any business with them, 
they answer :  
“ He (Rodolphe Nogbou) is arrogant.“

19. It ought to be noted that they have already murdered many members of the Ivorian diaspora in Cote-d’Ivoire without any justification; but commonly known by ordinary people as sorcery rituals, for some government official to drink their life forces in sorcery and witchcraft rituals,  among other motives.

•People who are not blind in spirit have joined their sorcery and witchcraft network by coercion (in exchange for employment or huge monthly compensations); or  voluntarily (upon promises by officials of big pay at the end- following death of Rodolphe Nogbou who was to come from America), and this is the motive behind the constant and continuous physical and sorcery as well as witchcraft attacks on, and poisoning of, Rodolphe Nogbou by the population. 

The aim is the assassination of Rodolphe Nogbou for some government official to drink his life force in sorcery and witchcraft rituals.

•Adopting into their sorcery and witchcraft network (to make of someone a walking carrier of sorcery and witchcraft mechanisms) is done forcefully and unknowingly for the unwilling and blind in spirit like myself (Rodolphe Nogbou).

•In other words, the deviant jihadist gangsters under color of government forcefully adopt in sorcery,  the blinds in spirit (like myself (Rodolphe Nogbou), without their (blinds in spirit’s) knowledge nor consent, and load their spirits and souls (of blinds in spirit) with some sorcery and witchcraft mechanisms, for the purposes of the jihadists’ activities in their global sorcery network or simply for destruction of the victims.

20.           Moreover, in the light of the beyond constitutional mandate, the  worldwide “structure” (not necessary for the purposes of the Republic of Cote-d’Ivoire) set up clandestinely by the  current government of Cote-d’Ivoire, any reasonable observer might be driven to infer that, all ingredients of a future coup d’état or armed resistance, as well as social unrest (tribalism) are currently present in Cote-d’Ivoire; 
and beyond Cote-d’Ivoire, ingredients are present for an Al Qaeda-like movement in West Africa (precisely from Burkina Faso, Niger, Mali, Togo, Sudan, and Senegal) to destabilize governments in Africa and beyond.

21. By the nature of the activities (Organized killings, forcefully racketeering, and trafficking of illegal drugs, natural resources, as well as industrial goods across borders of nations, and so on…) of the organized crimes entities, sponsored and backed by the government of Cote-d’Ivoire, any rational observer may deduct that an Al Qaeda-like movement is about to see the light of the day in West Africa (Sahel region), through the global infrastructure of Cote-d’Ivoire, and by means of the tremendous resources of the country around the world.

22. This fear is augmented by the said enormous amount of money misappropriated (in 10 years) by the current government officials from the resources of the Republic Of Cote-d’Ivoire; estimated to at least US $ 500 Billion, stolen by people (primitive illiterate and deviant  jihadist gangsters) who have never had access to modern life, with a diabolical disdain for the civilized Man. 

Most of the moneys fueling organized crimes and cruelty against human life in the Sahel region are from Cote-d’Ivoire (Ivory Coast). 

The Republic of Cote-d’Ivoire is currently in an  unusual situation among modern nations of having foreigners – primitive illiterate and deviant  jihadist gangsters from Sahel region, on power in the country. 

They have  illegally (against law) and forcefully (by coup-d’état) taken power in Cote-d’Ivoire by coup d’état since 2011, starting with a failed coup-d’état in 2002. 

23.         They (the government gangsters) always conduct their initial operations in sorcery. Many of its members are dispatched and conducting their criminal activities around the world (including America, Asia, and Europe with questionable Citizenships.) They may hold Citizenships, properties, bank accounts, cash,  etc.,  under different names in and from countries such as Burkina Faso, Niger, Senegal, Sudan,  Togo, Ghana, Benin, France, Germany, Poland, Italy, Iran,  Lebanon, Israel, Thailand, Indonesia, United States of America, Canada, India, South Korea, Brazil, the Caribbean countries, and in many others, for the purposes of organized Crimes, including worldwide  money Laundering in association with well-known and established organized crime entities (mafia) in the United States and Canada, Europe (Italy, Spain, France, etc.,), Asia (Indonesia, Thailand, India, Pakistan, Bangladesh, Malaysia, China, and many others).

24..            If you strip the microbes down several times in sorcery, you will find the spirits of officials of the government of Cote-d’Ivoire imbedded in them; some dispatched around the world as diplomats, students, businessmen, military cadets, envoys, etc…

24. They are responsible of many sorcery attacks on governors, federal officials, corporate leaders, the wealthy, intellectuals and Intelligent people who are driving this universal Civilization, in Europe and in America (attacks which have been repeatedly reported in sorcery to U.S. Immigration Service).
It is also said that they are associated to sorcery activities with organized crime entities (mafia) in America (New York and California are cited), Brazil, Columbia, Europe, and Asia.

25.           Right now, Rodolphe Nogbou cannot buy food to eat, nor water to drink from any merchant;  the government’s organized and backed gangsters infuse poison into food and water, then force the merchants to sell it to Rodolphe Nogbou discretely. He has to travel to different towns to carefully get his provision.

26. Rodolphe Nogbou has been poisoned several times (in the course of these three years stay in Cote-d’Ivoire) and fell sick for weeks at a time.

Here are some of the latest occurrences within the last 60 days:

•In mid-June 2021, poison had been infused into food (more likely to be brown sugar) that he bought from a food merchant.   Upon consuming the food, he  experienced:

1. General dryness in my body (mainly in his mouth and nostrils);   2.Relaxation (fatigue) of muscles of and around his rectum, causing more effort than usual to have bowel movement, or to urinate.  3.The rectum was slightly swelled, and felt as inflamed;  4.Any solid food consumed comes out during bowel movement as mucus, gas, and small balls of excrements;  5.He had experienced for a short period of time general trembling;  6.And continue to experience irregular heartbeats and shortening of breath.

•In the first week of August 2021, he had been massively poisoned through bottled water;
•On August 12, 2021, physical attacks resulting in concussions on his face;
•On August 17, 2021, massive poisoning through bottled water;
•On September 17, 2021, he has tried to cross the border to the neighboring country of Ghana, but he has been denied border crossing by the border guards of Cote-d’Ivoire. So he has not been able to reach the border guards of Ghana to request protection from assassination;
•On October 28, 2021, he has been massively poisoned through boiled eggs treated with poison.
•On October 9, 2021, I have been massively poisoned through  drinking water specifically treated with poison.

•All these poisonings are orchestrated from top to bottom by the country’s officials, employing (paying) the population to deliver the criminal offense against Rodolphe Nogbou’s well-being.

•Every day is assumed to be his last day on earth by his attackers (government gangsters), because of the continuing massive poisoning as well as continuing massive sorcery and witchcraft attacks upon him. 

•Since the whole nation and its  global infrastructure had been transformed into an organized crime company, the “government workers” are the primitive illiterate and deviant  jihadist gangsters. So there is no room or space for his existence in Cote-d’Ivoire.


• They follow him day and night, at every second of time to turn every single human being against him. Every food merchant in every town in Cote-d’Ivoire had been forcefully coerced and prepared in advance to sell to him, only food or water into which poison had been infused; because he has been made, prior to his “arrival” in Cote-d’Ivoire on May 26, 2018, the ultimate killing to be done for the benefit of the gang leader (current head of the State), and every member of the government sorcery and witchcraft network has been told that, and promised a huge monetary payout upon his death.

•Moreover, every single inhabitant of the country has been forcefully  made part of the government sorcery network. So, he is standing in Cote-d’Ivoire in a sea of foes who believe that he is  marked for death for the benefit of the gang leader (current head of the State). And this thing about him (Rodolphe Nogbou)  is said to go back as far as year 2013.

•No human being in the history of mankind had ever found himself in this situation he is currently in, in Cote-d’Ivoire:
•The use of a vicious global sorcery and witchcraft network (encompassing dozens or hundreds of millions of people across nations) against him;   •The use of a government of gangsters running as an organized crime company against him;   •Vicious employment of  spyware against him under color of government;   • use of the tremendous power, resources, global infrastructure, and agents of government of Cote-d’Ivoire around the world against him;   •To forcefully make of him (Rodolphe Nogbou), a person perpetually devoid of privacy in thought and action, for the furtherance of  forceful nullification of all daily life endeavors of his,  so to forcefully  make all his days unfruitful, and to forcefully make of him a person perpetually devoid of all human support, coupled with continuous physical as well as verbal assaults and poisonings at every second of time.

•A principal motive is that, the gang leader (current head of the State) is a fervent practitioner of human sacrificing for sorcery and witchcraft rituals. He is believed to be a human flesh eater, who now happened to have the power of “government” to satisfy his diabolical vice without impunity (under color of government). 

•In addition, he (Rodolphe Nogbou) is also targeted for his United States Immigration identity. The gangsters (dispatched in America as diplomats, business people, students, envoys, etc.,) are trying to steal his identity for the benefit of some government official.

•NOTA BENE: ON ISSUES OF IMMIGRATION FRAUD, Rodolphe Nogbou would like to bring to your attention that, These illiterate and deviant jihadist  gangsters acting worldwide under color of government  retrace the entire existence of intellectuals by means of sorcery, witchcraft, spyware, submission of baseless foreign government subpoenas and authority, and physically pursue intellectuals at every second of time to know their routines as well as social and professional contacts.

Thereafter, the illiterate jihadist gangsters steal the identity of the intellectuals and assume their lifetime’s educational and professional achievements or curriculum vitae.  

Upon acquiring the intellectual’s ID, they murder him or her.  Then, they use these credentials as their own, for employment in private sectors, in governments, even in international organizations such as United Nations, the International Monetary Fund, World Bank, etc…


THIS IS A SCHEME EMPLOYED BY THE ILLITERATE PRIMITIVE AND DEVIANT  JIHADIST GANGSTERS’ GOVERNMENT OF THE REPUBLIC OF COTE-D’IVOIRE ACTING AS AN ORGANIZED CRIME COMPANY WORLDWIDE. 

SOME OFFICIALS IN THIS “GOVERNMENT” MAY HAVE AS MANY AS 30 DIFFERENT NAMES AND NATIONALITIES FOR MONEY LAUNDERING AND ORGANIZED CRIME PURPOSES. 

 I, Rodolphe Nogbou, wholeheartedly believe that this SCHEME of identity theft has been employed by some officials of the Republic of Cote-d’Ivoire to steal my identity with Immigration Service  in the United States. 


•They are constantly in my family tree (by means of sorcery and witchcraft), and in my digital accounts by means of spyware:
rodnogbou@gmail.com , and rndomain@hotmail.com . They are putting my entire life in these email accounts as well as the life of anyone I came in contact with, out as degrading  street rumors.

27.         The gangsters (under color of government) turn every population of any town he moves into against him. So, for a promise of  a penny,  any inhabitant of the town will attack him physically as well as  in sorcery, and gladly accept to infuse poison into the food that they (inhabitants) may sell to him.

28. They (gangsters as well as driven town inhabitants) attack all his business partners to destroy their business activities, or corrupt business partners to mislead him  (Rodolphe Nogbou) into losing his funds; moreover, they force his business partners (by threats of violence), not to repay loans given by Rodolphe Nogbou to them  (business partners), and they  (business partners) do so.

29.             Therefore, Rodolphe Nogbou remains continuously under ongoing  (all day long) physical as well as spiritual  attacks by mobs of  sorcerers (organized and backed by the government of Cote-d’Ivoire), and he is continuously obstructed physically as well as spiritually (in sorcery) from any productive activity.

31.  The mobs of sorcerers or gangsters, in whose spirits are imbedded the spirits of government officials (including the head of State) follow him continuously (day and night, at every second of time) to destroy all his daily initiatives (business and personal), resulting in perpetual inability to work or to find an apartment or a room, or to carry out social activities (since all his partners – business or personal – are attacked in one way or the other, as an act to drive them (his partners) away from him – so to make of him (Rodolphe Nogbou) a person perpetually devoid of any human support.


32.         In sum, he has been forcefully driven out of normal life conditions, to forcefully remain homeless and perpetually devoid of privacy, and be unfruitful in all things of life, including, work, intellectual activities, marriage or any human relationship.


 33.         It is common knowledge in Cote d’Ivoire that this sorcery and gang mechanism is frequently employed by government-sponsored and backed organized crime entities to extract the funds, fortunes, congenital powers, products of business activities, and so on, of selected investors  (foreigners and nationals) and well-to-do business owners, leading to failure of all business activities.

34.  Most investors  (Europeans, North Americans, Asians, and all merchants of North African and Middle-East descents) have left the country, because of criminal harassment, forceful racketeering, attacks in sorcery, and targeted assassinations. They have been forcefully dispossessed of their businesses, homes, bank accounts, and other properties, before being chased out of the country, or before being simply murdered upon resistance. This is done mainly by foreigners (government-backed gangsters) from Burkina Faso, Niger,  Senegal, Sudan, Togo,  and Mali. 
Moreover, these countries are used as launching pads toward the rest of the world, for stolen resources of, and illegal activities into the Ivory Coast (Cote-d’Ivoire) under color of government of Ivory Coast (Cote-d’Ivoire).

35.              As far as Rodolphe Nogbou’s family is concerned, all his four siblings (one man and three women) have either forcefully or coercively associated themselves to the MICROBES (months before his orchestrated arrival in Cote-d’Ivoire) in a common accord with government officials to set the grounds for the destruction Rodolphe Nogbou by the MICROBES.  

36.  It is worthy noting that, Rodolphe Nogbou has been seized in spirit (in sorcery) at the international airport of Cote-d’Ivoire by microbes upon his arrival on May 26, 2018 from America.

Currently, there is no relationship between them (siblings) and Rodolphe Nogbou.  They stand as enemies.

37.                As we stand, gangsters are continuously trying to infect Rodolphe Nogbou with the A.I.D.S. virus; and are also continuously trying to strike him with some witchcraft objects, so to transform him into a retarded person.

38.         Indeed, Rodolphe Nogbou has been made a perpetual and special  subject of their malicious and criminal activities since his arrival in Cote-d’Ivoire on May 26, 2018. They are continuously tracing (under color of government) his steps (physical as well as digital in the course of his entire life) in Cote-d’Ivoire and  in America,  by means of the power, resources, and global infrastructure of the Republic of Cote-d’Ivoire, in search of his lifetime activities, human contacts, bank and credit cards accounts. 

Their objectives: bank fraud, malicious boycott, and stealing of his identity everywhere.

39.  They have searched (with robbery intent) in sorcery and in person his bank and credit card accounts in America with the power of government, along with their gangsters dispatched around the world as diplomats, military cadets, businessmen, or students.
