I.Brief Background

1.The Republic of Cote-d’Ivoire has been a French colony from 1893 to August 7, 1960, day on which it has gained independence from France under the leadership of Felix Houphouet-Boigny, who was then the colonial Representative of Cote-d’Ivoire in the French Parliament. 

2.The present borders the Republic of Cote-d’Ivoire were set in 1947, when the north of the French colonial territory reverted to the country of Upper Volta – now Burkina Faso (a different country). 3.During the same period, Felix Houphouet-Boigny had also assumed many functions (including ministerial posts) in the French governments from 1945 through 1960.

4.Under his leadership as president of the Republic of Cote-d’Ivoire, the country had known unprecedented advancements in development to the point that, the International community talked about  “IVORIAN MIRACLE” in development in 1970s.

5.This rapid advancement has made of Cote-d’Ivoire a favorable destination of economic migrants, mainly of West Africa (including Sahel region). The unchecked influx of economic migrants had been exasperated by regional free trade agreements (requiring no visa for travel), and by the operations of a colonial railroad system (REGIS ABIDJAN-NIGER “RAN”) going from the then capital of Cote-d’Ivoire (Abidjan) to the heart of the Sahel region (Niger).

6.This colonial railroad historically stopped short of Niger, but had remained and still remains the main transportation system of the populations of the Sahel region into Cote-d’Ivoire. 

7.Being a leader in global agricultural commodities production, the Republic of Cote-d’Ivoire has become the breadbasket and source of financial strength of West Africa (including Sahel region).

8.In recent years, in addition to this global agricultural commodities production leadership (first in Cocoa bean, and top 10 in many others), oil (petroleum) production has seen a surge, to the point that oil revenues had exceeded the Cocoa bean revenues in early 2000s.

9.Under normal conditions, the Republic of Cote-d’Ivoire is a country of  U.S. $ 30 to 50 billion yearly  budget; capable of generating U.S. $ 75 to 100 billion in yearly revenues under good and responsible governance.

10.However, following the death of the country’s forefather and first president, Felix Houphouet-Boigny in 1993, political upheaval had grasped the country, leading to a coup d’état in 2002 by foreigners -  primitive illiterate jihadist gangsters from the Sahel region who are not citizens of Cote-d’Ivoire by law,  causing a 10-year stand-off between the government of Mr. Gbagbo and the rebels of foreign origins – mainly from Burkina Faso, Niger, Senegal, Mali, Sudan, and Togo. They are all primitive Mandingo people.

11.This stand-off has driven the country to be divided in two, with the French Army occupying the demilitarized zone between the two sides.

12.The rebels leader to be, two years before their coup-d’état of 2002, Allassane Ouattara, native of Burkina Faso (therefore foreigner in Cote-d’Ivoire) forcefully declared his candidacy against law, for the presidential election of year 2000. 

13.The following citation is one academic assessment of the above-stated unusual  situation of unlawful or illegal candidacy for presidency in Cote-d’Ivoire in year 2000, by Florida International University:

“Ouattara’s move to declare himself as candidate in 2000 despite the law is  that he thought he could legally challenge the Electoral Commission about  his origins, and finally establish the truth about his identity.”
“Furthermore, the immigrant population from the Sahel region (namely Burkina Faso, Mali, Niger, and Chad, etc…) who were being abused by the security forces saw in him  a potential liberator.”

“(quote from  Fraternité Matin  2003) [official government newspaper of Cote-d’Ivoire]: 
“A  Jeune Afrique  [an African monthly magazine] published on 8 August 1984 stated:.   Allassane Ouattara,  a citizen of Upper-Volta (now Burkina Faso), of Voltaic parents who had immigrated  to Côte d’Ivoire,  has been named [appointed] Director of the African Division of the International Monetary Fund (IMF) to replace a Zambian.” [the authenticity of the academic and professional credentials used for this attempt with the International Monetary Fund must be verified – they believed to be fraudulent].

The reading of that article  set the stage for some  more  direct questioning or cross examination which is to follow: 
 “My question to you is the following. Mister Prime Minister, in 1982, you were a  citizen of Upper Volta. Between the period 1985-1986, you adopted the Ivoirian citizenship [legal ground of this citizenship in Cote-d’Ivoire could not be found – it is believed to be fraudulent].    In 1990, you were appointed Head of  the Government of Côte d’Ivoire. I would like to ask you a question which is twofold:   

First, what where the reasons for this choice? [Being a foreigner, what are the reasons or motives behind his wanting to be president in Cote-d’Ivoire against the dictum of law]...”  
…Following that interview,  Fraternité Matin  (2003) claimed that Ouattara did not provide convincing responses to the nation.  That, his apparent silence provoked even deeper suspicion among the people…”

14.The above-cited assessment was about the presidential election of 2000, which had been finally called for Mr. Gbagbo, who became president from 2000 onward…

15.Allassane Ouattara’s illegal candidacy attempt for the said presidential election of 2000 had been rejected.

16.THEN, SUDDENLY AND UNEXPECTEDLY, A COUP-D’ETAT IN 2002 (the rebels have entered Cote-d’Ivoire from Burkina Faso – bordering Cote-d’Ivoire in the north).

Their godfather was the then president of Burkina Faso – Blaise Compaoré:

17.Rebels behind the failed coup d’état have passed themselves to be native Ivorians before the international community,  when the government of the  president Gbagbo has failed to make a proper case of the identity of the rebels to the rest of the world.

19.What happened to the Republic of Cote-d’Ivoire is unusual, It’s cruel and unlawful in the history of modern nations.

20. It is just like, Latin American (Mexicans, Panamanians, Peruvians, etc..) gangsters walking into the United States, then overthrow the government of the United States, misappropriate all the resources of the United States to the detriment of American people, and then transform the United States and its global infrastructure into an organized crime company to perpetrate cruelty against humanity worldwide, especially against all viable human capital and interests of the United States around the world (in every nation on earth).

II.The Organized Dismantling And Fatal Assault By Primitive Pagan Jihadist Terrorists From Sahel Region Leading To The Current Dying Conditions of the Republic of Cote-d’Ivoire.

22.         Since  assuming power following the forceful removal (by means of multiple military interventions) of president Gbagbo, the rebels' government, led by Allassane Ouattara, has deceptively replaced all  native Ivorian public administration workers (including in army, and other security forces, judiciary, foreign affairs, etc.,) by primitive illiterate and deviant jihadist gangsters or unqualified foreigners from Burkina Faso, Niger, Mali,  Senegal, Sudan, and Togo.

 23. a)   The  rebels have capriciously given  Ivorian National ID to them, said foreigners (jihadist gangsters) - without due process.  

Thereafter,  b)   they have created an organized crime entities known in Cote-d’Ivoire as “MICROBES”,

c)   instituted the employment of sorcery and witchcraft in all things in Cote-d'Ivoire (including public administration),

d)  and divided the whole population of the country including government workers into groups  resulting in a country running as an organized crime company  fueled by the power, economic resources, and global infrastructure of the Republic of Cote-d’Ivoire.

e)   All State institutions have been dissolved and replaced by groupings of gangsters called “sections”.    Every gangster belongs to a section of some dozens to few hundreds people. 

Every section is specialized in some type of crime:  •bank frauds,  • street crimes,  • forceful dispossession of property (including business entity and land),  • propaganda activities,  •Forced homosexuality, A.I.D.S. and other incurable diseases spreaders units,  •Units for tribalism (for Mandingo people) and forceful exclusions and ostracization of others (non-Mandingo),  •criminal harassment and intimidations, • forceful racketeering, •Units for sorcery and witchcraft attacks and afflictions on intellectuals and gifted children worldwide, Presidents, Kings and Queens of world nations and kingdoms, global corporate leaders, and Intelligent people who are driving this Universal Civilization,   • militarized assault units,.  •Forced socialization, character playing, forced life styles, and forced skin bleaching units,  •global money laundering,  •sorcery and witchcraft assault units, •digital crimes, •illegal drugs, natural resources, and Industrial goods trafficking, •forceful State’s natural resources misappropriation units, for enrichment of the gang leader (current head of the State), his family and associates, •mass poisoning units, •assassinations or death squadrons, etc..

f)   Many State offices, buildings of former State institutions, campuses of prestigious Colleges, buildings of embassies of Cote-d’Ivoire around the world, etc., have been transformed into dormitories or personal properties of gangsters.

g)Public services are selectively delivered in make shift environments and in unprofessional fashion by gangsters in government uniforms with no professional knowledge, no sense of rule of law or human rights.

h)  Every single social, Political, and economic domain of the country has suffered the same treatment of dismantling and substitution: namely, security services, education system, health system, economic infrastructures and system,  political system, private sectors, financial institutions, NGOs, embassies of  other nations in Cote-d’Ivoire; embassies of Cote-d’Ivoire in other countries, etc.. 

i)   In other words, 
•public administration in Cote-d’Ivoire is nothing but, a theater of primitive  illiterate foreign jihadist gangsters (mainly sorcerers from Burkina Faso, Niger, Senegal, Mali, Sudan, and Togo),   • desecrating the humanely purpose of a nation;  •stealing and diverting all the revenues of the country;   •forcefully racketeering the private sector (including forceful dispossession of homes, businesses, bank accounts, farms, farmlands, and any other property found);   • forbidding by means of criminal harassment, native Ivorians and foreign investors to freely engage in commerce, employment, or any other business activities;   • poison is  infused into food or water sold to native Ivorians and foreign investors; • orchestrating cruelty and inhuman treatments against human Life (as tools to intimidate native Ivorian people and foreign investors);  • denying public services such as delivery of national ID card to native Ivorians like myself  (Rodolphe Nogbou);  • continuous organized Crime activities against any interest of native Ivorians and foreign investors;.  •performing human sacrifice through sorcery and witchcraft rituals for the head of State – gang leader to drink the life force of victims in sorcery and witchcraft rituals;   •perpetrating cruelty worldwide against intellectuals, gifted children, heads of  States or presidents of other nations, global corporate leaders, kings and queens, Intelligent people who are driving this Universal Civilization, etc., through militarized gangsterism and organized Crime, by means of a global sorcery and witchcraft network employing the global infrastructure, economic, and financial resources of the Republic of Cote-d’Ivoire.

26. As a matter of fact, rumors are currently circulating that, a Queen of world empire and a world religious leader among others, have been watched by the same primitive illiterate jihadist gangsters from the Sahel region (by means of presence in sorcery) while they (victims) were having their private moments in bathroom.
•But all this is done without the knowledge of their victims, because of employment of sorcery and witchcraft combined with power and resources of government.

29. That is, whatever I am thinking, doing, feeling in my body, smelling or hearing, all the jihadist gangsters on their global sorcery and witchcraft network come to know it instantaneously.

III.   Humanitarian Plea To Save The Sunken Spirit Of The Republic Of Cote-d’Ivoire Along With The Soul Of Its Decimated Population.

32.Note that, in every official in Cote-D’Ivoire (or of Cote-d’Ivoire – outside the country) are imbedded the spirits of some government officials (including the one of the head of state):
•In practice, these government officials communicate, direct, and command in sorcery, the people (including those in the general public) in whom their (government officials') spirits are imbedded to perform tasks (including robbery, attacks, killing, criminal harassment, racketeering, etc.,).

• This sorcery communication network encompasses more than 3 million people across Cote-D’Ivoire alone;

 • it is a global network using the global infrastructure and resources of the Ivory Coast (Cote-d’Ivoire).

33.People who are not blind in spirit (sorcerers) have joined their sorcery and witchcraft network by coercion (in exchange for employment or huge monthly compensations), or  voluntarily (upon promises by officials of big pay at the end- following death of Rodolphe Nogbou (myself) who was to come from America), and, 

34.this is the motive behind the constant and continuous physical and sorcery as well as witchcraft attacks on, and poisoning of, Rodolphe Nogbou by the population. 

35.The aim is the assassination of Rodolphe Nogbou for some government official to drink his life force in sorcery and witchcraft rituals, and a big pay for the killer or killers.

36.Adopting into their sorcery and witchcraft network (to make of someone a walking carrier of sorcery and witchcraft mechanisms) is done forcefully and unknowingly for the unwilling and blind in spirit like myself (Rodolphe Nogbou).

and no one is free from victimization... I mean, no one: 
not brothers or sisters, fathers or mothers, sons or daughters, husbands or wives, neighbors or co-workers, gifted children or  anyone (especially the best of our communities) stands to be free from forceful and indiscriminate seizure by means of sorcery and witchcraft, and be forcefully subjected to cruel and unusual sorcery and witchcraft rituals, coupled with massive invasion of digital accounts with vicious spyware,  for nullification of all life endeavors of victims; just like it is being currently done to me (Rodolphe Nogbou), and to many others around the world without their knowledge.

39.Anywhere on this planet, if these jihadist gangsters dispatched around the world by the current government of Cote-d’Ivoire as diplomats, students, military cadets, business people, envoys, etc., have been or are your neighbors, co-workers, or if they have had contact with you, or have ever heard about you, or had access to you, chances are that you are under the same sorcery and witchcraft affliction.

 That is, they have imbedded their spirits by means of sorcery and witchcraft into your soul and spirit, to the point that, whatever you think, feel in your body, see, smell, hear, or do, they come to know it instantaneously, and transmit that information through their global sorcery and witchcraft network, making of you a person perpetually devoid of privacy in action and thought.

40.Within Cote-d’Ivoire, forced prostitution and forced homosexuality (between men) has devastated all the different classes of population of Cote-d’Ivoire :

IV.HUMANITARIAN PLEA TO THE SAHEL REGION'S INTERNATIONAL MILITARY COALITION TASKS FORCE REGARDING THE LIBERATION OF THE REPUBLIC OF COTE-D’IVOIRE FROM THE SAHEL REGION JIHADIST TERRORISTS – THE FOLLOWING MILITARY OPERATIONS BY THE INTERNATIONAL COALITION FOR THE LIBERATION OF THE REPUBLIC OF COTE-D’IVOIRE WILL BE FULLY FUNDED BY THE COUNTRY ITSELF.

43.1.Removal of the jihadist (Sahel region terrorist gangsters) who have illegally, forcefully and deceptively assumed power in the Cote-d’Ivoire since year 2011, on grounds that:
•They have assumed power in Cote-d’Ivoire forcefully (by military coup) and illegally, because they are foreigners, therefore not eligible to assume presidency under the terms of the Constitution of the Republic of Cote-d’Ivoire in 2011;
•And that, they are engaged in organized crimes, cruel and unusual terrorism, and cruelty against humanity, under color of government.

2.Dismantling of the jihadist gangsters’ economic, financial, administrative, and  military infrastructure in Cote-d’Ivoire, and in the greater region of SAHEL, and elsewhere in the world;

3.Enforcement of border crossing restrictions (to be set) between selected nations of the region. Ivory Coast (Cote-d’Ivoire) will implement a stringent immigration policy to curtail the colonial legacy of financial and economic dependency of Sahel region on the country, so to cut off most funding for terrorism activities in Sahel region.

4.Implementation of security mechanism where necessary for protection and movement of goods and people in Cote-d’Ivoire;

5.Creation of  new defense and security institutions for the Republic of Cote-d’Ivoire.



V.HUMANITARIAN PLEA FOR  AN URGENT UNITED NATIONS MANDATE FOR PROTECTION AND RECONSTRUCTION OF THE REPUBLIC OF COTE-D’IVOIRE TO BE FULLY FUNDED BY THE COUNTRY ITSELF:

44.MAY THE OFFICE OF UNITED NATIONS SECRETARY GENERAL, OR ANY MEMBER STATE(S) DRIVE THIS HUMANITARIAN PLEA FOR THE SAKE OF THE REPUBLIC OF COTE-D’IVOIRE (IVORY COAST) TO FULLFIL THE PROCEDURAL REQUIREMENTS OF UNITED NATIONS.

45.            The Republic of Cote-d’Ivoire (Ivory Coast) as an organized nation or institution for life, is destroyed – it is no more:

•its economic infrastructure as well as institutions have been dismantled,

• the entire economic and financial resources of the country have been forcefully misappropriated by foreigners ( the primitive illiterate and deviant jihadist gangsters from Sahel region),

• and its human capital intentionally decimated by A.I.D.S. virus, repeated sorcery attacks, and witchcraft afflictions. 

46. The whole country, along with its economic, financial, and global infrastructure, has been transformed into an organized crime company for the enrichment of the gang leader (current head to the State), his family, and associates.

47.The country must  be liberated from the Sahel region’s primitive illiterate  jihadist terrorists, and rebuilt.

48.   For the above-mentioned reasons, it is respectfully submitted that:

1.The United Nations rescind the erroneous United Nations' resolution which has erroneously supported the coming to power in Cote-d’Ivoire  of foreigners - jihadist (gangsters of the SAHEL region) from year 2011 onward,

•so that, even though expired, it is not used as valid legal precedent in any legal argument.

2.Make of the Republic of Cote-d’Ivoire, a United Nations Protectorate for a period of five years,

•to assess and dismantle the jihadists’ harmful infrastructures implemented in Cote-d’Ivoire,

 •and to rebuild  the State institutions, economic system, as well as its global infrastructure.

3.For assistance in,
•prosecution (through special Court under jurisdiction of Cote-d’Ivoire) of jihadists for crimes committed in and against the State of  Cote-d’Ivoire, and against Ivorian people elsewhere;

• and for restitution of all the resources misappropriated from the State of Cote-d’Ivoire and from its private sector from year 2002 (from the day of the failed coup d’état) onward – at least US $ 500 Billion;

4.Organization of presidential and legislative elections, based on year 1990 constitution of the Republic of Cote-d’Ivoire, at the end of the five years mandate of the United Nations Administration in Cote-d’Ivoire;

5.The five years United Nations' Administration mandate for the reconstruction of Cote-d’Ivoire will be fully funded by revenues of the Republic of Cote-d’Ivoire;

6.The government of the five years United Nations Administration in Cote-d’Ivoire must be constituted by selected competent people or honorable public servants from only: 
•United States, Canada, France, Germany, United Kingdom, The Scandinavian countries, china, Russia, and Japan.
